Opened in 2015 as the second act from Ueno’s Irish pub The World End, TOWA flips the pub format into Japan mode: 15 rotating drafts, a short nihonshu list, and ni-hachi soba as the closer. The bar is the point—taps lined like a control panel—while the window tables look down on the Ueno crossing. It draws office stragglers and beer-heads who want food with structure, not bar snacks. No cover charge, fully non-smoking, cards and PayPay work (no IC e-money). Start with whatever’s driest, add dashimaki or tempura, then finish cold soba before ordering another round. Ask for a half-pour first.
